The city center deal: an arts hall, a plaza, and the first blocks

After more than 2½ years of negotiation, Osceola commissioners took up a revised development agreement in December 2025 with co-developers Sciame Construction and Edward J. Minskoff Equities for NeoCity’s mixed-use city center. The county issued $125 million in Tourist Development Tax-backed bonds earlier in 2025 for the performing arts center that anchors it, with a design RFP planned for the first quarter of 2026 and a fundraising campaign to follow. The first 25 acres are phased in three parts; phase 1A carries the performing arts center, parking, a lakefront plaza, a pedestrian bridge, a block of apartments over retail and restaurants, and a block of office and retail.
