Osceola County commissioners unanimously approved a roughly $9.2 million purchase-and-development agreement with AdventHealth on December 15, 2025 — 20 acres at NeoCity South for a hospital campus of up to 200 beds, built in phases over the next eight years near the future intersection of Cross Prairie Parkway and the Nolte Road/Florida’s Turnpike interchange. Once built, it would rank just behind AdventHealth Celebration (over 350 beds, with an expansion underway) as the county’s largest, and give St. Cloud and Kissimmee residents the largest hospital campus in their own area. NeoCity South is the county-owned property purchased from D.R. Horton to expand NeoCity beyond semiconductor manufacturing into residential and business projects.

NeoCity, on our Osceola County map ELSPES will build its global HQ at NeoCity — a $470 million deal
Osceola commissioners unanimously approved a development agreement with South Korean firm ELSPES to build its global headquarters and U.S. manufacturing facility at NeoCity — called the largest economic development project in the county’s history. ELSPES commits at least $470 million and 600 jobs at an average salary of $85,000; the county donates up to 32.56 pad-ready acres. The first phase, roughly 289,000 sq ft, starts construction in January with the first 300 employees in place by 2030, and a second phase doubles the facility by 2037. The deal grew from a $370 million memorandum first approved in December 2024. A week earlier, commissioners approved a separate agreement with Smart Radar System’s SRS Mobility for a $53 million, 110,000-sq-ft facility in the 500-acre district.

NeoCity, on our Osceola County map The city center deal: an arts hall, a plaza, and the first blocks
After more than 2½ years of negotiation, Osceola commissioners took up a revised development agreement in December 2025 with co-developers Sciame Construction and Edward J. Minskoff Equities for NeoCity’s mixed-use city center. The county issued $125 million in Tourist Development Tax-backed bonds earlier in 2025 for the performing arts center that anchors it, with a design RFP planned for the first quarter of 2026 and a fundraising campaign to follow. The first 25 acres are phased in three parts; phase 1A carries the performing arts center, parking, a lakefront plaza, a pedestrian bridge, a block of apartments over retail and restaurants, and a block of office and retail.

NeoCity, on our Osceola County map NeoCity South: 323 acres at the new Turnpike interchange
Osceola County is extending the NeoCity brand into St. Cloud with a second technology park on Cross Prairie Parkway at the Florida’s Turnpike interchange with W. Nolte Road, which opens in 2028. The county paid D.R. Horton $17.3 million for the 323 acres, tucked between a future high school in Tohoqua and the Heritage at Crossprairie urban center, and announced the “NeoCity South” plan in July 2025 as a partnership with the city of St. Cloud.
