Eight corridors, every 15 minutes: what the STAR Plan actually maps

The Sunshine Transit Advancement Resolution — written by the grassroots group Sunrise Movement Orlando and modeled on Miami-Dade’s SMART Plan — maps rapid transit onto eight high-volume Orange County corridors: Colonial, Semoran, Silver Star, the Sunshine Corridor between the airport and Disney, International, Orange Blossom, Kirkman, and the existing SunRail lines, two of them reaching Ocoee. “Rapid transit” is defined as service every 15 minutes or better with dedicated lanes and signal priority; the funding mechanism is tax-increment financing districts within a half-mile of each corridor, capturing property-tax growth for 25 years into a Citizens’ Rapid Transit Trust Fund. The Board of County Commissioners’ first major vote is set for September 29, 2026.

STAR — the Sunshine Transit Advancement Resolution — proposes rapid transit along eight Orange County corridors: Colonial, Semoran, Silver Star, the airport–Disney Sunshine Corridor, International Drive, Orange Blossom Trail, Kirkman, plus the existing SunRail corridors. Funding would come from tax-increment financing districts within a half mile of the lines and a Citizens’ Rapid Transit Trust Fund. It goes before the Board of County Commissioners on September 29, 2026.

Who wrote the STAR Plan depends on whom you ask

In February 2026, WESH described county officials — including District 5 Commissioner Kelly Martinez Semrad — building support for rapid transit along six corridors, loosely modeled on Miami’s plan. By summer, the plan’s own site — run by Sunrise Movement Orlando, which says it created the plan — listed eight corridors. The corridor count grew between winter and summer, and the accounts differ on who originated it.
