Emerald Villas is complete: 450 affordable apartments across from Evans High

Related Urban and Orange County completed Residences at Emerald Villas — a 90-unit building at 5845 El Segundo Way — in June 2026, the third and final phase of the Emerald Villas campus along Pine Hills Road. Full build-out is 450 apartments: 264 in Phase 1, 96 units of senior housing in Phase 2, and the final 90. The last phase drew $2.5 million from Orange County’s Affordable Housing Trust Fund and $4.5 million in federal American Rescue Plan money; two-bedroom units start at $1,306 a month. It is the third affordable community delivered through the county’s Housing For All initiative in 2026, after Whispering Oaks (192 units) and Barnett Villas (156), both also in Pine Hills.

How it got here: a foreclosed complex, then three phases

Related Group bought the 36-acre property at 3124 N. Pine Hills Rd. in 2011 for $5.5 million — at the time a foreclosed 444-unit complex called Seville Place — and rebuilt it in phases with the Orlando Neighborhood Improvement Corporation. Phase 1 delivered 264 apartments (12 studios, 60 one-bedrooms, 176 two-bedrooms, 16 three-bedrooms); Phase 2 added 96 units of senior housing; and in March 2024 the developer said the 90-unit third phase would start construction within two to three months, on the property’s northwestern corner. FK Architecture designed it, with Burkett Engineering on civil work.
