Three phases carry the festival street to summer 2028
The rebuild that broke ground July 7, 2026 outside the Cheyenne Saloon runs in three phases. Phase I, Garland Avenue to the railroad tracks — two 11-foot travel lanes on a curbless, semi-pervious roadway with loading zones and expanded landscaping — is expected complete in winter 2026. Phase II, tracks to Orange Avenue, follows in spring 2028 with textured paving, wider sidewalks, traffic calming, benches and movable furniture. Phase III, Orange to Magnolia, lands in early summer 2028 and converts that stretch from one-way eastbound to two-way traffic with LYMMO service folded into the travel lanes. Construction moves block by block with sidewalks kept open; the corridor’s businesses remain open throughout. The street being rebuilt once anchored the fourth-largest tourist attraction in Florida — Church Street Station drew more than 1.7 million visitors in 1985.

Church Street broke ground on its festival-street rebuild July 7
The city broke ground on July 7, 2026 on Phase I of Church Street’s transformation: a curbless festival street from Garland Avenue to the railroad tracks, with two 11-foot travel lanes, designated loading zones and a semi-pervious surface. Phase II (the tracks to Orange Avenue) is slated for spring 2028, and Phase III (Orange to Magnolia, converted to two-way with LYMMO) for early summer 2028.

Phase I is budgeted at $5.2 million — and the city’s pages disagree on the finish
The city’s project page lists a $5.2 million Phase I budget, Atlantic Civil Constructors as contractor, a July 2026 start, and completion in the first quarter of 2027. The groundbreaking release said Phase I would be complete in winter 2026 — the city’s own pages disagree by a season.
